Introduction to National Health Services (SNS)

The National Health Service (Serviço Nacional de Saúde, SNS) in Portugal is a publicly funded healthcare system that ensures universal access to medical services for all citizens and legal residents. It covers a wide range of health services, from primary care to specialized treatments, ensuring quality healthcare is available to everyone, regardless of income.

How to Obtain a National Health Service Number

  • To access the SNS, you need to obtain a National Health Service number (Número de Utente).
  • This can be done at a local health center (Centro de Saúde) by providing necessary identification documents such as:
    • Citizen Card (Cartão de Cidadão) for Portuguese citizens.
    • Residency permit or other identification for legal residents.
  • The process is straightforward, and once registered, you will receive your unique SNS number to access public healthcare services.

Education on Benefits and Coverage

  • The SNS offers comprehensive healthcare coverage, including:
    • Primary care and family doctor consultations.
    • Specialized medical care, diagnostics, and treatments.
    • Hospital care and surgeries.
    • Maternity and pediatric care.
    • Prescription medications (with partial reimbursement).
    • Emergency healthcare services.
  • Many services are free or heavily subsidized, but small co-payments (taxas moderadoras) may apply for some services.

Education on the SNS App and Online Services

  • The SNS provides a mobile app and online platform (SNS 24) to streamline access to health services.
  • These services allow you to:
    • Schedule appointments with your family doctor or specialists.
    • Manage prescriptions and request medication renewals.
    • Access your medical history and test results.
    • Find nearby healthcare providers.
    • Receive healthcare information and support via telemedicine.
  • The app is available for both iOS and Android devices.

Education on the Allocation of a Family Doctor

  • Upon registration with the SNS, each individual is typically assigned a family doctor (Médico de Família) at their local health center.
  • The family doctor is your primary point of contact for healthcare needs, providing:
    • Preventive care.
    • Chronic disease management.
    • Referrals to specialists.
  • If you move or relocate, your family doctor can be reassigned based on your new area.

Education on Private Healthcare and Insurance

  • Although the SNS covers most healthcare needs, some people opt for private healthcare for:
    • Shorter wait times.
    • Access to private hospitals and clinics.
    • More personalized services.
  • Private health insurance is commonly used to cover these services, with a wide variety of plans available, depending on the level of coverage and provider.

Education on Emergency Healthcare Situations

  • Emergency services are available at public hospitals under the SNS.
  • For life-threatening situations, dial 112, the national emergency number.
  • Emergency services are prioritized based on urgency and are free for serious cases.
  • Private healthcare providers also offer emergency care, though costs may be higher unless covered by private insurance.

Education on the Validity of Portuguese SNS in Europe

  • Portuguese residents with SNS access can use their European Health Insurance Card (EHIC) when traveling in Europe.
  • The EHIC provides access to necessary medical care in other EU countries, as well as in Iceland, Liechtenstein, Norway, and Switzerland, under similar conditions as local residents.
  • The card is available for free through the SNS and must be applied for before traveling.

Education on Free Medical Camps and Events

  • The SNS regularly organizes free medical camps and health events aimed at:
    • Preventive care, such as vaccinations and health screenings.
    • Public health education on various topics like nutrition, mental health, and chronic disease management.
  • These events are often held at local health centers or community spaces and provide an opportunity for individuals to receive medical check-ups or advice free of charge.

Education on Obtaining Other Medical Certificates

  • The SNS can issue medical certificates for various needs, such as:
    • Fitness for work.
    • School enrollment.
    • Driving licenses.
    • Medical leave or disability documentation.
  • These certificates can usually be obtained through your family doctor or at a health center.

Education on Healthcare Facilities During Travel or Relocation

  • When traveling or relocating within Portugal, you can access healthcare services through local SNS facilities in your new area.
  • If relocating permanently, you will need to transfer your registration to the new health center and may be assigned a new family doctor.
  • For international travel, ensure that you have the EHIC card for healthcare access in other European countries.
